12月19日，海关总署在郑州召开跨境贸易电子商务服务试点工作启动部署会，明确试点建设任务和工作计划，并向试点承建单位授牌。海关总署副署长吕滨、副省长赵建才、国家发改委主管部门领导及上海、重庆、杭州、宁波、郑州等5个试点城市代表参加了会议。

　　吕滨在会议上指出，随着电子信息技术和经济全球化的深入发展，电子商务已成为我国对外贸易未来的发展趋势。郑州、上海、重庆、杭州、宁波5个城市具有良好的经济和外贸基础，具备了开展跨境电子商务服务试点的条件。通过先行先试，依托电子口岸建设机制和平台优势，实现外贸电子商务企业与口岸管理相关部门的业务协同与数据共享，能够解决制约跨境贸易电子商务发展的瓶颈问题，优化通关监管模式，提高通关管理和服务水平。通过试点工作总结制定跨境贸易电子商务涉及的通关、结汇和退税等方面的管理办法及标准规范，促进国家跨境贸易电子商务发展。
