陈德铭在此间召开的全国商务工作会议上说，2013年商务部将加快调结构转方式，促进对外贸易稳定发展：一是稳定出口规模，落实和完善稳定外贸增长的各项政策，继续做好加快出口退税进度、拓宽贸易融资渠道、扩大出口信用保险规模、提高贸易便利化水平等工作；二是培育出口竞争新优势，依托外贸转型升级示范基地、科技兴贸创新基地、船舶汽车出口基地，打造重点出口产业集聚区，推进战略性新兴产业国际化，支持企业培育品牌、建设研发中心，加强国际营销网络建设；三是发挥进口对调整结构的支持作用，落实加强进口促进外贸平衡发展的意见，完善相关政策，调整鼓励进口技术和产品目录，扩大能源资源、先进技术设备、关键零部件和国内有需求的消费品进口；四是发展服务贸易和服务外包产业，稳步发展运输、旅游等传统服务贸易，拓展技术、文化、软件等新领域。
