记者从正在召开的上海市政协十二届一次会议获悉，十一届上海市政协副主席、全国政协常委、民建中央副主席周汉民日前向上海市政协十二届一次会议递交提案建议：上海设立浦东国际自由贸易区。

　　周汉民说，近年来，上海综合保税区已为建设集贸易、航运、金融功能为一体的开放、自由、便捷区域而不断努力，但随着国内外贸易形式的变化和我国对外开放的深入，日前综合保税区面临着转型问题，必须寻求新的定位。自由贸易区是一种国际上通行的模式并成为保税区转型的最佳方向和目标。浦东作为国家综合配套改革试验区，应在此方面先行先试，大力推进国际自由贸易区建设。他从三方面陈述了建议的理由：一、2020年，上海将建成“四个中心”。“四个中心”建设的重要任务之一就是构建全方位、开放型的贸易发展体系，积极参与国际分工，实现国内贸易与国际贸易接轨。其中，建立自由贸易区是关键环节；二、中国入世以来，经济高速发展的势头不会长期持续，发展优势不再明显，因此亟需新的突破，自由贸易区将以其独有的优势成为我国新时期深化推进改革开放的重要引擎；三、上海肩负着“四个率先”的重要使命，习近平总书记也要求上海成为改革开放的排头兵和科学发展的先行者。上海应在原有“区港联动”基础上，率先建立国际自由贸易区。综上，周汉民认为上海建立国际自由贸易区的时机已基本成熟。

　　周汉民认为，从自由贸易区发展现状来看，主要有两个特点：一是数量不断增加，近年来无论是在发达国家还是发展中国家，自由贸易区的数量仍在持续增长。据不完全统计，目前全球已有1200多个自由贸易区；二是功能不断充实，包括综合贸易功能、商务功能、金融功能这三大功能，上海“四个中心”需要这些功能的支撑辅助，因而设立自由贸易区势在必行。
