2013年2月21日，欧洲议会国际贸易委员会表示，强烈支持欧盟与美国启动迄今为止世界最大规模贸易协议，即跨大西洋贸易与投资协议（Transatlantic Trade and Investment Partnership, TRIP)谈判，相信能如美国政府所说，协议将是互惠而公平的。不过，议会同时也提醒欧委会，协议必须是欧盟公众可以接受的，而这需要双方经历艰难的谈判过程。 

February 21, 2013,The European parliament international trade commission said,Strongly support the European Union and the United States start so far the world's largest trade agreement,Namely the transatlantic trade and investment agreement(Transatlantic Trade and investment PARTNERSHIP, trip)negotiations,I believe I can such as the United States government said,The agreement will be mutually beneficial and fair.but,Parliament also warned that the European commission,Agreement must be acceptable to the public,And this requires both sides through difficult negotiation process. 

　　国际贸易委员会认为协议谈判可能将面临以下几方面的困难：其一是系统性差异，欧美之间的系统性差异或将引起公众的强烈指责，而协议成为现实的关键在于公众的支持；其二是动植物健康标准，这可能将成为谈判焦点；其三有关知识产权和数据保护。 

International trade commission think agreement negotiations could face the difficulty of the following aspects:One is a systematic difference,Europe and the United States a systematic difference between or will cause the public strongly criticized,And the agreement in the reality of becoming the key lies in the support from the public;Secondly, animal and plant health standard,It could become the focus negotiations;Thirdly the intellectual property rights and data protection. 

　　欧委会计划三月份向理事会递交谈判授权申请，在经过理事会一致通过后谈判方可启动，启动时间有望定于六月中旬。此外，谈判可能将持续两年，最终协议必须经欧洲议会批准才可生效。
