美国商务部27日宣布初裁结果，认定中国向美国出口的硬木和装饰用胶合板得到中国政府补贴，补贴幅度为0.22%至27.16%。

　　美国商务部当天在声明中说，临沂市东方金信经贸有限公司、临沂圣福源木业有限公司和上海森达木业有限公司收到的补贴幅度低于2%，因此拟不征收反补贴税。美国要求发展中国家补贴幅度不超过2%，发达国家不超过1%。对于15家没有回应美国商务部调查的中国企业，美国商务部拟征收27.16%的反补贴税，对此类产品的所有其他中国生产商和出口商，拟征收22.63%的反补贴税。

　　声明还说，基于补贴幅度的初裁结果，美国商务部将通知美国海关对此类产品征收相应的反补贴税押金。按照美国商务部最新的贸易法执法规定，从2011年11月2日起，涉案产品进口商在初裁结果公布后至反补贴税令发布前需向海关支付现金押金。

　　按照美方程序，正式征收反补贴税之前美国商务部还要作出终裁，此外还需另一家联邦机构美国国际贸易委员会作出裁决。按照最新日程，美国商务部将于2013年7月作出最终裁定，国际贸易委员会将于2013年8月作出终裁。如果美国商务部和国际贸易委员会都作出肯定性终裁，即认定从中国进口的此类产品将给美国相关产业造成实质性损害或威胁，美国商务部将要求海关对相关产品征收反补贴关税。

　　美国硬木胶合板公平贸易联合会去年9月27日向美国商务部提起申诉。该联合会由位于北卡罗来纳州、纽约州和俄勒冈州的6家公司组成。该联合会认为，中国出口到美国的硬木和装饰用胶合板倾销幅度为298.36%至321.68%，补贴幅度也超过2%的允许范围。美国商务部于去年10月18日对此类产品发起反倾销和反补贴调查。
