近年来，随着我国粮食进口量的激增，对外依存度持续提升，我国的粮食安全已面临巨大压力和挑战，成为中央亟待解决和全社会高度关注的重大问题。全国政协常委、通威集团董事局主席刘汉元先生对此也十分关心，3月1日带着经过自己认真思考研究形成的专题提案进京。刘汉元委员告诉记者，针对当前我国的粮食安全现状，建议从全局出发，从战略高度考虑，合理提高全国的粮食价格，加快集约化、规模化、现代化农业发展，进一步营造良好国际环境，从而确保我国粮食安全，确保国家经济可持续发展和全社会的安全稳定。同时，针对当前国际环境、国内形势及社会主流价值的多元变化，刘汉元委员还在社会价值培育、生态环境保护、光伏产业引导、农业科技发展等方面进行了仔细调研并形成提案。

　　刘汉元委员说，近年来，中央财政对“三农”的投入持续加大，去年已超过1.2万亿元，对鼓励我国农民种粮的积极性、提高农业现代化水平、确保粮食增产增收起到了重要作用。但受国际粮价和国内相关政策的影响，我国粮价一直处于较低水平。为此，在未来10～20年时间里，有必要在不违反现有世贸规则的前提下，通过政策引导尤其是市场调节手段，适当、逐步提高粮食价格，最终在我国形成中高粮价政策。同时还可充分利用世贸组织规定的黄箱、蓝箱方式，对我国农民粮食种植加大补贴力度，以确保我国在现有的土地、资源有限的大背景下，尽可能稳定粮食的自给率，增加农民的种粮收入，并以此作为解决“三农”问题的重要突破口。

　　粮价的提高，虽然短期可能对部分低收入、贫困家庭造成一定压力，但随着我国小康社会的逐步建成、恩格尔系数的持续降低，粮价提高对于居民生活的影响会逐年减小，尤其随着国家经济实力的不断提高，政府还可同步提高城乡低保标准来解决这个问题。另一方面，粮价的提高还可从根本上解决广大农民种粮的积极性和动力问题，有助于提高农民的收入水平，保证其有足够的经济实力去采用农业机械等现代化生产手段，从而引导更多社会资源投入粮食生产。

　　刘汉元委员分析指出，我国的大豆、玉米等饲粮进口总量连年快速攀升，广义的粮食进口依存度已经超过三分之一，在不久的将来，还将很快接近或超过一半。同时，目前全球粮食贸易主要集中于美国、巴西、阿根廷等美洲国家，其集中度甚至超过国际石油主产地。在此背景下，如国际政治、军事和安全环境发生重大变化，尤其是一些霸权主义国家有意遏制，这部分粮食的进出口通道一旦被切断，中国国内将立即面临极为严峻的粮食安全问题。因此，确保我国的粮食安全和国民生命线的关键要素一定要抓在中国人自己手中，尤其是在进行经济建设的同时，一定要旗帜鲜明地依靠自己的力量去保障和解决粮食安全问题，保证经济持续发展，从而将营造良好的国际环境和加强国防建设相结合，两手抓，两手都要硬，从而确保我国粮食安全问题不受外部威胁和干扰，进而确保国家经济持续发展和社会安全稳定。
