欧盟《官方公报》于近日刊登了欧洲委员会第2012/482/EU号实施决议，修订之前一项关于动物产品保护措施的决议。根据新决议，欧盟准许进口中国内地的蜂胶及蜂花粉。

　　蜂胶是蜜蜂从树芽、树液或其他植物源采集得来的树脂混合物，在健康食品店有售，可以作为传统药物，声称有益健康。蜂花粉是含有花粉的复合物，取自蜂巢，可以作为人类食物补充剂。现行的欧洲委员会第2002/994/EC号决议，适用于所有由中国内地进口供人类食用或作为动物饲料的动物产品。根据这项决议，上述蜜蜂产品均禁止进口。第2002/994/EC号决议附件所列的产品，只要符合特定条件，成员国必须批准其进口。例如，附件第一部分允许渔业产品自由进口（不需要任何证明），但养殖水产、剥壳及或加工虾以及在天然淡水捕获的小龙虾（克氏原螯虾）除外。受欧盟第1774/2002号规例管辖的宠物食品以及骨胶也可进口。另一方面，附件第二部分列出的若干动物产品，必须附有中国政府主管当局发出的官方证明，才可以进口到欧盟。而有关证明的内容必须符合欧洲委员会第2002/994/EC号决议第三条的规定，包括附有中国政府主管当局的声明，表明每宗货物在付运前已进行化学测试，特别是有关氯霉素、硝基呋喃及其代谢物的测试。
