为促进我国对外贸易稳定增长，海关总署近日出台包括减少进出口环节收费、简化手续、优化服务等内容在内的16项措施。

　　据介绍，为有效降低通关成本，减轻外贸企业负担，从10月1日起，全国海关将停止收取进出口货物纸质报关单证明联(进口付汇用、出口收汇用)和出口报关单退税联打印费、报关单条码费和海关监管手续费。

　　为进一步提高贸易便利化水平，海关将着力推进4项业务改革，主要包括：一是从10月1日起全面推开分类通关改革，将改革范围扩大到全国海关和所有进出境通关监管现场，年内实现分类通关全覆盖；二是加快通关作业无纸化改革试点步伐；三是扩大“属地申报、口岸验放”通关模式的适用范围，在11月15日前，从原来仅适用于A类以上企业扩大到一年内无走私违规记录、资信良好的B类生产型出口企业；四是实施企业分类管理改革。海关在通关管理、加工贸易管理等相关管理过程中，给予AA类和A类企业较为便捷的优惠措施，在当前较为严峻的外贸形势下，对上一年度进出口额或进出口报关单票数未达标的AA类、A类企业，暂不下调其管理类别。
