记者昨日从商务部获悉，2012年第二批稀土出口配额下达，其中轻稀土和中重稀土配额总量共计9770吨，加上此前公布的第一批配额，从而使我国2012年全年稀土出口配额达到30996吨，比去年增加约2.7%。由于国际市场稀土需求的疲软，业内预计今年出口配额还将处于过剩状态。专家表示，尽管在过剩情况下面临配额制形同虚设，但考虑到稀土行业的特殊性，短期内取消稀土配额制的可能性并不大。
