如何加强许可证管理以利于外贸政策效应的更好发挥，促进外贸转型升级？来自商务部、发改委、海关总署和全国商务主管部门的代表及有关专家学者1月22日在商务部配额许可证事务局举办的进出口许可证制度研讨会上对我国进出口许可证管理体制的定位、运行、功能和发展方向各抒己见。
