　　（一）综合成本上升及人民币波动加快，玩具出口竞争力减弱。2012年世界油价仍高位运行，加之近期世界经济逐步企稳回升对国际油价形成底部支撑，12月19日，纽约商品交易所1月交货的轻质原油期货价格上涨1.8%，逼近每桶90美元；伦敦布伦特2月期货价格当日上涨1.4%，收于每桶110.36美元，带动主要以塑胶等石油产品为原材料的玩具生产成本居高不下。同时，人力成本持续上涨，2012年全国共有23个地区先后提高了最低工资标准，2008年以来全国最低工资标准年均增幅达12.6%，2013年元旦后已有河南、陕西、浙江、北京四省市再次上调最低工资标准。劳动力成本上涨，原材料成本高位震荡，加上人民币升值等因素，导致玩具综合成本显著上升，使得玩具行业利润下滑，出口竞争力减弱。

　　（二）各国竞相提高标准，玩具出口门槛日渐提高。近期多个玩具新标准密集生效实施，欧盟电子电气类（E&E）玩具的有害物质（RoHS2）指令2011/65/EU和日本新玩具标准（ST 2012）已在2013年1月生效实施。近期生效的还有欧盟“木材及木制品规例和新环保设计指令”和香港地区儿童玩具盒用品中的邻苯二甲酸盐限量规定。2013年1月3日，欧盟委员会向WTO秘书处通报了G/TBT/N/EU/83，主要涉及了新玩具指令（2009/48/EC）的附件II中的第III部分中的钡含量的限量。同时，各国纷纷仿效欧盟玩具新标准制定各种玩具新规定：美国发布了一项针对小磁铁、强力磁铁装置实行新的联邦标准立法提案的通知；加拿大将禁止在三岁以下儿童用的产品中使用含有磷酸三（2-氯乙基）酯（TCEP）的聚氨酯泡沫（PUF）；阿联酋通报了GCC玩具合格评定程序的更新草案；台湾地区拟将儿童产品中受限制的可溶性重金属大幅增加至19项，新修订的儿童用品与玩具标准预计2014年实施，新标准增订塑料拼图地板常被验出的甲酰胺（formamide）、含水玩具生菌含量，塑化剂规范也将由现行6种增加到8种。此外，巴西将玩具35%的临时进口税延期到2014年12月31日。玩具出口的贸易壁垒日益增多，导致玩具整体出口难度有所加大。

　　（三）小零部件易脱落存安全隐患，产品设计安全意识不强。12月，欧盟非食品类消费品快速预警系统（RAPEX）对中国产“Animal”牌玩具鱼、蓝精灵闪光灯、“Retto”牌迷你摩托车电动童车等多项玩具发出消费者警告；美国消费品安全委员会对中国产“Global Goler Co.Limited”产强磁桌面玩具实施自愿性召回；美国消费品安全委员会和加拿大卫生部联合对中国产膨胀玩具和摇铃玩具实施自愿性召回；加拿大卫生部宣布对中国产架子鼓玩具实施自愿性召回。我国玩具产品设计安全意识不强导致玩具小零配件容易脱落存安全隐患，部分产品不符合出口市场玩具标准，产品屡遭欧美国家通报及召回，产品的质量安全水平有待进一步提高。 （中 商）
