商务部部长陈德铭今日就“发展国内外贸易和促进经济合作”相关问题回答记者提问时表示，美国对我国出口的光伏产品采取了“双反”措施，以及欧盟正在进行的“双反”调查，对中国的企业有很大的影响，中国大量的光伏企业目前非常艰难，或者有的已经处于支撑不下去的状况。

　　陈德铭表示，总体来讲，我国跟欧盟之间的贸易目前还处在一个世界贸易规则下的可控的状态。但是最近，中国与欧盟之间有一个光伏产品的贸易纠纷问题，关于许多欧盟光伏产品企业倒闭的问题，首先光伏产品主要的产地不在欧盟，不是欧盟有许多企业倒闭，是美国对我国出口的光伏产品采取了“双反”措施，以及欧盟正在进行的“双反”调查，对中国的企业有很大的影响，中国大量的光伏企业目前非常艰难，或者有的已经处于支撑不下去的状况。

　　他说，本来光伏产品是绿色的产品，各国在哥本哈根会议上以及在其他会议上都表示是大力支持，各国对发展新能源产业都出台了一些支持政策。但是因为欧洲的欧债，大量减少了对光伏的支持，使光伏产业的发展在欧洲受到了严重的影响。所以造成欧洲光伏产业碰到问题的一个根本原因是财政的债务，是财政对光伏应用的支持急剧减少。
