　　记者：下一步，欧盟委员会将向各个利益相关方发放调查问卷，包括中国的出口企业、欧盟国家的企业、欧盟进口商等等，这相当于是取证。在这期间，各方都有权向欧盟委员会提供材料，参与申诉。等这些调查问卷收上来后，欧盟将研究是否真的存在倾销行为，如果有倾销行为的话，那么这种倾销行为是否损害了欧盟的企业。在这之后的9个月内，也就是到2013年6月，欧盟委员会将发布初步调查结果。后续动作有三种可能：一是对中国光伏企业开征6个月的临时性反倾销税；二是暂不征收临时性反倾销税，继续进行调查；三是中止调查。然后，欧盟委员会将向欧洲理事会提出最终处理方案，由欧洲理事会来决定是中止调查还是正式开征5年的反倾销税。欧洲理事会将在发起反倾销调查后的15个月内，也就是2013年12月5号前，做出最终决定。欧盟做出最终决定的依据有四个：第一、出口企业有没有在欧盟境内倾销？第二、欧盟的企业是否遭受了损害？第三、欧盟企业遭受损失与倾销是否有关？第四、开征反倾销税是否会损害欧盟的利益？很明显，欧盟做决定，是完全依据自身利益的。
