美国环境保护署（EPA）按照《有毒物质控制法案》（Toxic Substances Control Act，TSCA）发布了一项最终规定，将于10月15日起根据预生产通知对其中的25种化学物质实施强制性的新进口限制。其中14种物质将遵守TSCA法案的第5（e）部分的同意令（consent orders）。在该规定下，任何人凡打算进口、制造或处理这25种化学物质中的任意一种，并从事法规认定的重要的新用途，必须在活动开始前至少90天通知EPA。该通知将为EPA评估预期用途提供机会，如有必要，EPA将在活动发生前采取禁止或限制手段。
