商务部部长陈德铭11月28日在“《财经》年会——2013：预测与战略”上表示，在外部需求萎靡不振的背景下，中国政府及时出台了遵循世贸规则、稳定外贸增长的一系列政策措施，广大外贸企业加大结构调整和市场开拓力度，外贸保持了稳定增长。前10个月进出口总值达到3.2万亿美元，同比增长6.3%；全年增速可能低于预期目标，但在全球市场上的份额仍有望保持稳定甚至有所上升；对外贸易结构持续优化，机电产品出口、中西部地区出口以及对新兴市场国家出口的比重进一步上升。

　　陈德铭指出，中国将坚持实施更加积极主动的开放战略，实现与世界各国的互利共赢。展望2013年，世界经济复苏进程仍将艰难曲折。国际货币基金组织最新预测明年全球经济增速仅为3.7%，世界贸易组织预测明年全球贸易增长只有4.5%，虽均比2012年增速有所提高，但仍低于危机前水平。面对严峻复杂的世界经济形势，我们将全面贯彻落实党的十八大精神，实行更加积极主动的开放战略，全面提高开放型经济水平，不断完善互利共赢、多元平衡、安全高效的开放型经济体系，加快推动对外经济发展方式转变。
