日前，上海检验检疫局在执法过程中发现，我国出口机电产品在泰国遭遇新贸易措施，在泰方口岸出现滞港情况。该局已对此展开调查，及时走访企业及查询泰国官方信息。

　　2012年12月27日，泰国商务部签发政府公报B.E.2555，要求部分出口泰国的机电产品必须由出口国官方机构或由官方机构认可的第三方机构出具证明，货物经过检验并符合标准要求后才能通关，此措施涉及的产品包括以下三类：电扇(8414.41项下的所有风扇产品)、电饭煲(8516.60.10项下的所有电饭锅产品)和灯泡(8539.31、8539.39项下的所有荧光灯泡、环形灯泡和螺旋节能灯泡)，共涉及中方贸易商品18个HS编码，其中更有5个HS编码的出口商品为法定检验目录外商品。

　　经统计，2012年度经上海市本地企业生产、并经上海局检验出口、涉及该项措施的三类商品共164批，涉及货值近300万美元。从出口批次及金额来看，该措施对以高端制造业为主的上海地区机电产品出口贸易影响尚小，但对以加工贸易和传统制造业为主的广东、江苏、浙江等地区的输泰贸易可能带来成本上升、效率降低等影响。从近几年的情况来看，越来越多的中小国家，尤其是泰国、越南等东盟地区国家，已开始有意识地完善其技术性贸易措施体系，这势必对我国的出口造成较大冲击，值得国内贸易商和检验检疫部门高度警惕。
